Chet Burrell has held numerous CEO level positions and chairmanship roles in the US healthcare system for nearly 40 years in both the public and private sectors covering the for-profit and non-profit arenas.  He has led major private payers (three times the President/CEO of different Blue Cross/Blue Shield Plans) providing health care coverage to millions of subscribers as well as start-up and mid-stage health technology companies backed by private equity and venture partners.

Along the way, he has successfully overseen investments in over 40 health care technology and service companies especially in his leadership role as the CEO of the largest private payer and health benefits management company in the mid-Atlantic area (CareFirst Blue Cross Blue Shield).

Through much of his career, Mr. Burrell has led pioneering efforts to reform financing approaches to healthcare involving financial incentives for providers and value-based payment models to reward more cost effective, higher quality care.  These efforts have been marked by joint efforts with government policy makers and regulators as public-private initiatives in attempts to find solutions to ever increasingly unaffordable health care costs in the US.

Currently, Mr. Burrell is the Managing Member of Silavon Healthcare Holdings, LLC – an entity he established to pursue targeted areas of interest in the healthcare field.  In this capacity, Mr. Burrell is now engaged in finding and overseeing highly selective investments in healthcare companies in the US that are believed to offer both high social impact value and high investment value potential.  These efforts are typically undertaken in concert with other private equity players and family offices that share similar objectives.

In early 2023, Mr. Burrell co-founded and became the Chair and CEO of Circle Health, LLC., a company that builds on his years of experience in value-based care.   Through its subsidiary – Circle Home, Inc., Circle focuses on patients with multiple chronic diseases, often treated with over a half dozen prescriptions.  These patients commonly have behavioral health challenges as well, including depression, anxiety and loneliness. The goal of the company is to stabilize the health of these patients at home through a telehealth platform that brings together support services, high touch nursing and behavioral support and close connection to treating providers – all with the goal of helping patients self -manage their care and remain at home – where they all want to be.

Dr. Kevin Schendel’s medical career began in 1988 after training at University of Maryland School of Medicine in Baltimore. His post graduate training in internal medicine was performed at University Hospital and the VA Medical Center in Baltimore. Dr. Schendel has practiced in group practices and hospital managed group practices in the past. He currently works as a solo physician in Baltimore County. He currently maintains Board certification in Internal Medicine. He has continued to teach at the University of Maryland training residents in Internal Medicine for over 30 years and holds the rank of Clinical Associate Professor of Medicine. For ten years he served as the Senior Medical Advisor for the CareFirst PCMH program, an innovative population health program focusing on Care Coordination for patients in Maryland, Virginia and the District of Columbia.  He has been voted 4 years Top Doctor in Baltimore Magazine in the internal medicine category. He now serves as the Chief Medical Officer for Circle Home Telehealth Services, P.A.

Jennifer Baldwin, MPA,RN

Jennifer Baldwin, MPA, R.N. has over 35 years of health care experience spanning policy and government, hospital, the insurance industry and, most recently, value-based care organizations. 

Ms. Baldwin joined Circle Home, Inc as the Chief Operating Officer early in 2023.  Prior to Circle Home Inc. she was a Senior Vice President, Member Engagement at Somatus, Inc. Prior to that, she was the Vice President and Chief Nursing Officer at Howard County General Hospital with Johns Hopkins Medicine.

Significantly for the Circle business model, Ms. Baldwin served as the Senior Vice President of the Patient-Centered Medical Home (PCMH) program at with CareFirst Blue Cross BlueShield.  The PCMH program was one of the earliest and largest value based models that strongly rewarded  primary care physicians for managing the health risks of their patient population.

The PCMH program managed $5 billion in total care costs, across 4,000 primary care providers, 1 million members, and 3 jurisdictions (Maryland, District of Columbia, and Northern Virginia). Approximately 15,000 members received care coordination each year. Her staff included Regional Care Directors, Practice Consultants, Training, Operations, and over 300 nurse care coordinators and behavioral health coordinators. Ms. Baldwin also oversaw a $24 million grant CareFirst received from the Center for Medicare and Medicaid Innovation to implement the PCMH Program for 50,000 Medicare beneficiaries in the State of Maryland on a pilot basis which preceded the current Maryland PCP Program with CMS under the State’s All Payer Model.

Prior to her position at CareFirst, Ms. Baldwin served as the Chief Nurse Executive at Kaiser Permanente and as the Area Administrator for the District of Columbia and Suburban Maryland. In earlier stages of her career, Ms. Baldwin served in executive roles for 17 years in hospitals in the Trinity Health and Inova Health Systems.

Ms. Baldwin earned her Master’s in Public Administration from George Washington University and her Bachelor of Science from Villanova University, School of Nursing.

She has managed innovative and transformational approaches effectively within multiple organizations.  She has served as an administrator at Kaiser Permanente and Senior Vice President and Chief Operation officer in value-based care organizations and led multiple highly functioning teams.  She has strong visionary leadership skills, effective financial and resource management, and successful strategic and project planning and implementation. Jennifer has a master’s in public administration from George Washington University as well as a Bachelor of Science in Nursing from Villanova University.
